Muhammad leads the firm’s practice on legislative drafting and public policy, bringing with him a robust blend of legal expertise and policy insight. His work focuses on the design, reform, and implementation of legislative frameworks, with particular emphasis on constitutional law, regulatory policy, and institutional development—especially in the context of local government.

He regularly advises governmental bodies, legislative institutions, and development sector organizations on complex legal and policy issues, including the drafting of primary and subordinate legislation, institutional governance structures, and public sector reform. His expertise lies in translating policy objectives into legally coherent and administratively viable instruments, with a particular interest in enhancing the autonomy and performance of local governments.

Prior to joining the firm, Muhammad practiced law in Pakistan and was called to the Bar of England and Wales at Lincoln’s Inn. He holds an LL.B (Hons.) from the University of Nottingham and a Master’s in Public Administration (MPA) from the University of California, Berkeley. This dual training in law and public policy enables him to approach legal reform from a multidisciplinary perspective, balancing legal precision with governance pragmatism.

Muhammad also has experience teaching law and public policy, and remains engaged in research focused on the political economy of legal and institutional reform in developing country contexts, with a core focus on local government systems.
